Village of Pleasant Hill Council

Brenda Renner-Carroll is a fifth-generation resident of Pleasant Hill who values both its deep-rooted history and its welcoming spirit for new families. She earned a business degree from Bowling Green State University and later became a Registered Nurse through Edison State, building a career of more than 30 years as an ER nurse. Brenda is married to John and has two children, Dustin and Cara.

Her commitment to public service includes multiple terms on Village Council, service on the Newton School Board, 20 years as a paramedic with the Pleasant Hill squad, and involvement in various community committees. Outside of her professional and civic life, Brenda enjoys Hudson car adventures, gardening, exploring family genealogy, finding unique restaurants, and spending time with her grandchildren.

As Mayor, Brenda’s goal is to ensure Pleasant Hill remains a welcoming, vibrant place where families can live, grow, and thrive.

I am Penny Fessler and I have family that grew up in Pleasant Hill. I was raised in West Milton but moved to Pleasant Hill 45 years ago when I married. I have four children who all graduated from Pleasant Hill and have grandchildren that I deeply love. I have been on Council for quite a few years and am currently serving as Council President.

Teresa (Teri) Stivers is a dedicated Real Estate Agent with Navx Realty, a bus driver for Troy City Schools, and a proud Council Member for the Village of Pleasant Hill. A true community servant at heart, Teri specializes in building authentic connections and developing long-term visions that help individuals and families reach their most important milestones.

With a deep commitment to local governance and growth, Teri uses her role on Village Council to ensure the community’s evolution aligns with the objectives and values of its citizens. She believes that whether you are navigating a daily commute, a property search, or local policy, the process should be built on trust and clear communication.

When she isn’t serving her community, Teri enjoys an occasional home remodeling project, playing cards, and spending quality time with friends and family.

Crystal Stoner holds an MSFP and an MSCY and has more than 12 years of public service with Miami County and Montgomery County, currently serving Montgomery County families and the community of the Village of Pleasant Hill.

I have lived in Pleasant Hill for 11 years with my husband, who was born and raised here. We have two daughters. Prior to that I came from a military family, moving all around the world, and I love that I get to settle in a small town.

I have proudly lived in this village my entire life and care deeply about the people and values that make it special. My wife Emily and I are raising our family here with a strong foundation of faith and service. I work as a sanitation manager, where I’ve learned the importance of hard work and serving others.

I stay active in the community through youth sports, coaching, and serving as president of the local baseball and softball board. I am proud of my faith, which guides my leadership and commitment to others. Serving on Village Council allows me to be a voice for the people and give back to the community that has given me so much.

Antonio (Tony) Midlam was born in Dayton and spent his childhood in the nearby community of Jamestown. In 1977 he joined the Millwright Union, pursuing a career in industrial machine installation. During that time, he taught in the apprenticeship for ten years. In 1991 he met the love of his life, marrying Tammy and settling down in Pleasant Hill.

Tony joined Village Council in 2025. He wishes to make Pleasant Hill a safer place by using his fifty years of construction and teaching experience, with areas of focus being sidewalks, transportation, and community growth. Russell Landwehr is a long-time resident of Pleasant Hill, having moved to the community in 1974. He is a graduate of Newton High School with grown children who are also Newton High School graduates. “Pleasant Hill is a tight-knit village and feels like family and close friends to me,” Russell says. “It seems like everyone I meet has ties to someone else. In this town, everyone is interconnected.”

Russell has served in leadership roles including an Executive Board position with CWA Local 4322 in Dayton. During his term on that Board, he saw CWA District 4 through a pivotal contract negotiation period with AT&T. As Mobilization Coordinator for Local 4322, he initiated activities and circulars used throughout the five-state district, and he chaired a joint company-union committee that successfully examined non-union contracting at AT&T.

As the newest Council Member, Russell says, “My experience working with opposing viewpoints under tough conditions makes me uniquely qualified to serve the community. I believe my purpose as a Village Council Member is to help keep Pleasant Hill a town where friendly people live peacefully and raise families.”
