Can I download the bid specs before submitting?

Yes. Each open project lists specs and drawings as downloadable PDFs.

How do I submit a bid?

Each open bid has a “Submit Bid” form on its project page. Upload your proposal PDF and contact info.

How will I know if my bid was selected?

The Village contacts the awarded bidder directly. Each project page updates to “Awarded” once Council votes.

When are bids reviewed?

After the bid closing date. Council reviews and votes to award at a regular meeting.

Billing & Payments

How can I pay my bill?

Four ways. ACH auto-draft (preferred, no fee), online credit or debit card (3% service fee), cash or check at the Village office or firehouse drop box, or by mail to 200 Walnut Street.

How often will I get a bill?

Bi-monthly (every other month). Bills go out for January, March, May, July, September, and November.

Is there a fee for paying online?

Yes. A 3% service fee is added by the payment processor. ACH auto-draft has no fee.

My check bounced. What’s the fee?

A $30 returned check fee is added to your account. See Ordinance 958, Returned Check Fee.

What does my Village utility bill cover?

Your Village bill covers water, sewer, and refuse only. Electric is billed by Dynegy and natural gas by IGS. Those come separately.

When is my bill due?

The 20th of the billing month. After the 20th, a 20% penalty is added.

Where can I drop off a payment after hours?

There is a drop box at the Village office (200 Walnut St) and at the firehouse (8 W High St).

Cemetery

Can I find a specific grave in the cemetery?

Yes. Use the cemetery map on the Cemetery page, or call the Village office for help locating a plot.

How do I purchase a cemetery plot?

Contact the Village office at 937-676-3321. Plot purchases are handled by the Fiscal Office. See Ordinance 1166, Cemetery Rules & Fees.

A grave is $700, and a transfer is $75. Opening or closing a grave is $850 on a weekday and $1,200 on a Saturday. Full fees are in Ordinance 1166.

When can a burial be scheduled?

Cemetery staff must be notified by 12:00 p.m. Friday for a burial the following Monday. No burials are scheduled on Sundays or Village holidays. See Ordinance 1166.

Who maintains the cemetery?

The Village Service Department maintains the grounds.

Electric & Natural Gas

Does the Village handle my electric bill?

No. Electric is billed by Dynegy, the current aggregation supplier. The Village does not handle electric billing.

Does the Village handle my natural gas bill?

No. Natural gas is billed by IGS. The Village does not handle gas billing.

How do I switch suppliers?

Go to energychoice.ohio.gov for the state’s official list. Contact Palmer Energy for aggregation questions.

I have a gas leak. Who do I call?

Leave the area, then call 911 and CenterPoint Energy. Do not use phones, switches, or anything that could spark near the leak.

What is “aggregation” and am I in it?

Pleasant Hill is part of a Government Aggregation program that negotiates lower rates for residents. Most homes are auto-enrolled. You can opt out at any time at energychoice.ohio.gov.

Fire, EMS & Public Safety

Does Pleasant Hill have its own fire department?

Yes. Pleasant Hill is part of a Joint Fire District serving Pleasant Hill and Newton Township, staffed 24/7 by volunteers.

Does the Village have its own police?

No. Police coverage is provided by the Miami County Sheriff. Call 911 for emergencies.

How do I donate to the Fire District?

The Donate link is on the Fire Department page.

How do I request a vacation watch?

Contact the Miami County Sheriff to request extra patrols while you’re away.

What’s the emergency number?

Income Tax / RITA

How do I contact RITA?

How do I file online?

Use FastFile (no account needed) or MyAccount (full account) at ritaohio.com.

I’m a landlord. What do I need to file?

By January 31 each year, landlords must file a tenant list with RITA. Penalties apply for missing or late filings.

Who collects Pleasant Hill income tax?

RITA (Regional Income Tax Agency) collects on behalf of the Village. File at ritaohio.com. See Ordinance 1095, Income Tax.

Leaf Pickup

Can I include sticks, pine needles, or trash in my leaf bags?

No. Leaves only. No sticks, pine needles, flowers, or trash. Yard waste also cannot go in the street or gutters. See Ordinance 1074, Yard Waste & Leaves.

How should I bag my leaves?

In paper or plastic bags, 50-gallon max. Set them on the lawn side of the curb.

What if I miss the pickup day?

Bags will stay out until the next scheduled pickup. Don’t set them out earlier than the night before.

When does leaf pickup happen?

Mondays and Wednesdays, starting October 1 through the first Friday in December.

Meetings & Minutes

Are meetings open to the public?

Yes. All Council, BPA, and Planning Commission meetings are open to the public under Ohio Sunshine Laws.

When does Council meet?

The 2nd Tuesday of the month (regular meeting) and the 4th Thursday (workshop), both at the Fieldhouse.

When does the Board of Public Affairs meet?

The 3rd Monday of each month at 5:30 p.m. See Ordinance 1158, BPA Meeting Time.

How do I get a Village newsletter?

Newsletters are posted on the Newsletters page. You can also pick up a printed copy at the Village office.

How do I sign up for water, sewer, and refuse?

Use the Utility Service Request form online, or call the Village office at 937-676-3321.

I just moved in. What do I do first?

Set up utility service through the Utility Service Request form, register your kids with Newton Local Schools if needed, and check the Calendar for upcoming Village events.

Is there a library?

Yes. The Oakes Beitman Memorial Library at 12 N Main Street, operated by Troy-Miami County Public Library. 937-676-2731.

Permits & Zoning

Do I need a permit for a fence?

Yes. Download the Fence Zoning Application from the Permits page. See Ordinance 1037, Fence Rules.

Do I need a permit for a pool?

Yes. Download the Pool Zoning Application from the Permits page. See Ordinance 1083, Swimming Pool Rules.

Do I need a permit for a shed or detached garage?

Single-family homes are generally limited to one accessory building. See Ordinance 1087, Accessory Buildings.

What’s a Conditional Use Permit?

A special permit for uses not normally allowed in a zoning district but allowed with conditions. The Planning Commission reviews and decides.

Where do I submit my completed permit?

In person or by drop box at the Village office, 200 Walnut St. Online submission is coming later.

Pets & Animals

Can I keep chickens in Pleasant Hill?

Yes, with a permit. The Village allows up to 5 hens and no roosters, kept in an approved coop. See Ordinance 1144, Raising Chickens.

How many chickens can I have?

Up to 5 hens. Roosters are not allowed. See Ordinance 1144.

How many dogs or cats can I have?

No more than three dogs or cats over 3 months old. See Ordinance 1164.

What are the rules for my pets?

Pets must be leashed (6 feet max) off your property, can’t run loose, and can’t disturb neighbors with constant noise. Pets also need a current rabies vaccine. See Ordinance 1164, Animal Nuisance Rules.

Pool Fill Service

Can I get a pool fill credit every year?

No. It is once per season, at initial setup or new install.

How do I request a pool fill?

Fill out the Pool Fill Service form on the Pool Fill page. Include the fill date and a 24-hour contact.

How does the meter read work?

The Village does an initial meter read, then a follow-up read 48 hours after the fill.

How does the pool fill credit work?

0 to 4,000 gallons gets no credit. 4,001 to 8,000 gets a $12 credit. 8,001 or more gets a $25 credit. One fill per season, at setup or new install only.

Refuse & Recycling

How do I schedule a large item pickup?

Call Rumpke at 1-800-223-3960 or Reliable Waste Solutions at 937-418-7524 to schedule.

How much is the refuse charge on my bill?

$41.44 per billing cycle in 2026. Rates step up each year through 2030. See Ordinance 1168, Refuse Rates.

My trash didn’t get picked up. What do I do?

Call Reliable Waste Solutions at 937-418-7524 first. If it is a Village-side issue, call the Village office at 937-676-3321.

What can I recycle?

When is recycling picked up?

Every other Friday. Check the Rumpke calendar on the Refuse page for your North or South side week.

When is trash picked up?

Every Friday. Set it out the night before.

Residents

How does recycling work?

Recycling is picked up bi-weekly. Use the blue bin for paper, plastic #1 and #2, glass, and metal cans. No plastic bags.

Permit for building

Building permits are required for any structure over 200 sq ft, fences over 6 ft, and most exterior renovations. Apply through the Zoning office.

Trash pickup schedule

Regular trash is picked up every Wednesday. Holiday weeks shift collection to Thursday.

When does leaf pick-up begin?

Leaf pickup begins the first week of October and runs through the end of November. Place leaves at the curb, not in the street.

Start, Change, or End Service

How do I change my mailing address on the account?

Use the online Utility Service Request and select “Change Service.”

How do I set up ACH auto-pay?

Fill out the ACH Agreement form on the Utilities page. The Village will contact you to collect your bank info securely by phone.

How do I start utility service?

Fill out the online Utility Service Request and select “New Service.” The Village will follow up to schedule your meter read.

I’m moving. How do I end service?

Fill out the online Utility Service Request and select “End Service” before your move-out date.

What if there isn’t enough money in my account when ACH drafts?

On the 15th of each billing month (Jan, Mar, May, Jul, Sep, Nov).

Understanding Ordinances

How do I look up a specific ordinance?

Use the Ordinances page. Browse by status, filter by topic, or search by number or keyword.

How do I request a change to an ordinance?

Contact a Council member or attend a Council meeting and raise it during public comment.

I found a rule online. How do I know if it still applies?

Check the status banner at the top of each ordinance page. Repealed and pending ordinances are clearly marked as not in effect. When in doubt, contact the Village.

What’s an ordinance?

A local law passed by Council. Ordinances cover everything from utility rates to property rules to traffic.

What’s the difference between Active, Pending, Archive, and Repealed?

Active means current law. Pending means proposed but not adopted. Archive means older but kept on record. Repealed means no longer in force. You can filter the Ordinances page by any of these.

Vehicles, Golf Carts & Parking

Can I drive a golf cart in the Village?

Yes, with a permit. The cart must be inspected by the Miami County Sheriff and registered, and the driver must be 16 or older with a valid license. See Ordinance 1153, Golf Cart Rules.

Can I leave a junk or unlicensed vehicle on my property?

No. Junk, wrecked, or unlicensed vehicles are not allowed and can be ordered removed. See Ordinance 1057, Junk Vehicles.

Can I park a trailer, RV, or boat on the street?

Not for more than 48 hours. See Ordinance 1048, Trailer/RV/Boat Parking.

How do I report a parking issue?

Call the Village office at 937-676-3321 or the Miami County Sheriff’s non-emergency line.

What are the rules for golf carts on Village streets?

You can drive on roads with a speed limit of 25 mph or less, and cross roads up to 35 mph. Not on state routes, 55 mph roads, or sidewalks. Everyone must be seated and belted. Full rules and equipment are in Ordinance 1153.

Where can I park during a snow event?

Not on designated snow emergency routes, so plows can clear the streets. See Ordinance 1061, Snow Emergency Routes.

How is my water and sewer bill calculated?

Two parts. A flat Capital Charge ($15 water plus $22 sewer per billing cycle) plus a usage charge based on your metered use. Full rates are on the Utility Billing page. See Ordinance 1130, Water Rates.

Is the Village’s water safe to drink?

Yes. The Village publishes an annual Consumer Confidence Report covering testing and standards. The CCRs are linked on the Water & Sewer page.
